Since 1977, serving the people of North Carolina
NC Medicaid Expansion: It's About Time!
Most likely, you have some type of health insurance, especially if you have a bleeding disorder. But there are people in North Carolina who are uninsured, or under-insured, because of a lack of Medicaid expansion. Hemophilia of North Carolina (HNC) has long recognized the dangers of having even one person with a bleeding disorder that falls into this gap. Therefore, HNC and its members have been advocating since 2015 for North Carolina to expand Medicaid and will be advocating for Medicaid expansion at Legislative Day on May 25.
HNC is excited to have Julia Lerche, Chief Strategy Officer and Chief Actuary for North Carolina Medicaid, join us for the evening. Julia will provide a brief overview of the history of Medicaid expansion as a whole, as well as North Carolina specifically. She’ll share the importance of expansion, what that would mean for the state, and how the federal government is trying to encourage states like North Carolina to expand.
Julia Lerche, FSA, MAAA, MSPH, is a health actuary and health policy professional dedicated to improving the health of vulnerable and underserved populations. Julia currently serves as the Chief Strategy Officer and Chief Actuary for the North Carolina Department of Health and Human Services, Division of Health Benefits, where she leads Medicaid policy development and analysis, including designing North Carolina’s innovative approach to Medicaid managed care, addressing both medical and non-medical drivers of health. Prior to this position, Julia spent five years in public and private sector organizations advising state policymakers on implementation of the Affordable Care Act (ACA). In addition to being an actuary, Julia holds a Master's degree in Public Health from UNC-Chapel. Julia also has eight years of experience providing health care and other benefits consulting to large employers.
